STUDENT ENROLLMENT

In order for a student to be eligible to be enrolled in a Livingston Parish School, the child must be residing with their parents/legal guardians who reside in the parish. Any students who reside outside Livingston Parish must attend school where their parents/legal guardians reside. Students who are staying with relatives and do not have a court order giving their full custody to the person with whom they reside, may not attend school in Livingston Parish. ATTENDANCE

There are 177 student days in the school year. Students must be present a minimum of 160 days per year to be eligible to receive credit for courses taken. Exception can be made only in the event of personal illness, as verified by a physician, and /or other extenuating circumstances as approved by the Parish Supervisor of Child Welfare and Attendance in consultation with the Principal. This will be monitored closely by the state as all student attendance is on computer. Excessive unexcused absences and tardies will be reported to the Parish Supervisor of Child Welfare and Attendance, as well as the 21st. Judicial Court System’s program, Families in Need of Service (FINS/TASC Program).

HOMEWORK

If a student is absent and would like for the teacher to prepare a homework assignment, please call the office in the morning so that the work can be readied for the afternoon to be picked up.

INFORMATION FORMS

Please return student information forms to the school by the first Friday of the school year. If your telephone number or emergency contact numbers change during the school year, please contact us immediately to make the necessary changes on your child’s information form. We MUST have current telephone numbers on file in the office in case of an emergency.

 

 

Grading Scale

The scale for points is used to determine the final grade for the year’s work in each course. To receive a passing grade in a course, a student must pass 2 nine weeks grading periods. If the last nine weeks grade is an "F", the student must have at least 4 points for the four grading periods to pass the course. If the last nine weeks grade is a "D" or better, the student will pass with a total of 3 or more points for the four grading periods in the course.

 

Promotion Criterion

Kindergarten: Attendance-Must be present a minimum of 160 days to be eligible to receive credit for kindergarten.

1st. – 3rd. Grades: Attendance- Must be present a minimum of 160 days to be eligible to receive credit for courses taken.

Academic and Special Requirements: Pass 3 of the 4 basic units (Reading-2 units, Language-1unit, Mathematics-1 unit) with passing grades as determined by the teacher’s grades based on the parish grading scale. Score at or above the 25th. percentile on the Iowa Test of Basic Skills in reading and mathematics.

4th. Grade: Attendance- Must be present a minimum of 160 days to be eligible to receive credit for courses taken.

Academic and Special Requirements: Pass more than 4 units (Reading-1 unit, Language and Spelling-1 unit, Mathematics-1 unit, Social Studies- 1 unit, Science-1 unit, Music/Art- ½ unit, Health/Physical Education- ½ unit) of coursework in a 6 period schedule with passing grades as determined by the teacher’s grades based on the parish grading scale. The Criterion Referenced Test (LEAP 21) will be the principal criterion for promotion. A student shall not be promoted to 5th. grade until he or she has scored at or above the Approaching Basic/Basic level combination in English Language Arts and Mathematics on the 4th. grade LEAP 21.

 

 

 

SPRINGFIELD ELEMENTARY GUIDELINES AND EXPECTATIONS

In order to keep each child in the safest possible environment while on this campus, we have set high expectation for student behavior at Springfield Elementary School. Any inappropriate behavior while in the common areas (halls, playground, lunchroom, bus loading area) will be dealt with in accordance with the Student Code of Conduct and Schoolwide Discipline Plan for Students for common areas found in this handbook.

1. DISCIPLINE

A. As stated in the Livingston Parish Policy Manual:

1. Every teacher in the public school system is authorized to hold each pupil to a strict

accountability for any disorderly conduct in school, on the playgrounds of the

school, on the street or while going to or returning from school, during any school

activity away from the school or during recess.

2. Principals shall have both the authority and the duty to take disciplinary action

whenever the behavior of any student(s) materially interferes with or substantially

disrupts the maintenance of a proper atmosphere for learning within the classroom or

other parts of the school.

3. Students who regularly disrupt the normal school environment shall be considered as

delinquent, and may be reported by appropriate school personnel to the juvenile court.

B. Student Conduct -In fulfilling his obligations each pupil shall:

1. Comply with all regulations of Livingston Parish School Board.

2. Recognize the authority of all teachers and other school personnel.

3. Abstain from gambling, immorality, profanity, hazing, fighting, extortion, use of any

instrument capable of inflicting bodily harm.

4. Refrain from willfully damaging, defacing or destroying school property or illegally

entering school building.

5. Be regular in school attendance and on time, strive to do his/her best in all areas of

school life.

6. Abide by regulations set by the school concerning travel to and from school, on school

buses, and use and operation of private vehicles on the school grounds.

7. Comply with regular rules and regulations of the School Board while attending any

activities sponsored by the school.

**STUDENTS WHO DO NOT FOLLOW THE ABOVE LISTED RULES WILL BE DEALT WITH AS STATED IN OTHER SECTIONS OF THIS HANDBOOK**

2. CLASSROOM

The classroom should be orderly at all times and maintained in a way that is conducive to good learning, therefore, no student has the right to stop the teacher from teaching or the other students from learning. A teacher has the right to remove any persistently disruptive student from his classroom when the student’s behavior prevents the orderly instruction of other students or when the student displays impudent or defiant behavior and to place the student in the custody of the principal or his designee pursuant to R.S. 17:416(A)(1)(c).

Students are not allowed to bring toys or other playthings to school without permission.

If a student is found to have these types of objects in his possession, the object will be taken from the student until his/her parent can come to school to pick it up. If a student persists in bringing these objects to school, disciplinary measures will be taken to the correct problem.

3. SCHOOL BUS

Students will be assigned to a seat on the bus and they are expected to sit in this seat unless directed to do otherwise by the bus driver or administration. If a parent feels their child’s seat assignment needs to be changed, talk to the driver or the administration.

A. BUS RULES

1. Cooperate with and follow the directions of the bus driver (your safety depends on

it).

2. Be on time---- the bus will not wait.

3. Cross the road cautiously when waiting for and leaving the bus.

4. Follow driver’s instructions when loading and unloading at your designated bus stop.

5. Remain quiet enough not to distract the driver.

6. Keep hands and feet to self at all times (no pushing, shoving, or fighting at any time).

7. Have written permission and be authorized by the principal to get off at a stop other

than your own.

8. Be courteous, be safety conscious, protect your riding privilege–enjoy your ride.

9. Do not stand when the bus is in motion. You are not to get out of your assigned seat to

walk around the bus.

10. Keep all parts of body in the bus.

11. Do not throw objects in the bus or out of windows or doors.

12. Do not use emergency door except for emergencies.

13. Do not eat or drink on the bus.

14. Do not damage the bus in any way.

15. Do not use the following items on the bus: tobacco, matches, cigarette lighter,

obscene material.

16. The following items are not allowed on the bus: alcohol, drugs, pets (cats, dogs,

etc.), glass objects (except eyeglasses), weapons (including knives), flowers,

balloons, toys, perfume/cologne, lighters/matches, hair spray, etc. and objects too

large to be held in your lap or placed under your seat.

17. No note writing, passing, or reading is allowed.

STUDENTS THAT DO NOT RIDE A BUS TO AND FROM SCHOOL ON A REGULAR BASIS MUST BE INSTRUCTED ON THESE PROCEDURES FOR EXTRACURRICULAR ACTIVITY TRIPS.

B. BUS DISCIPLINE

1. Students who misbehave, or do not follow instructions will be subject to

disciplinary action.

2. Bus driver actions could include - counseling, parent referral, change of seat

assignment or referral to the principal.

Principal actions could result in counseling, parent conference, corporal punishment, detention, suspension and/or expulsion from riding the bus or other actions deemed appropriate for the infraction.

RIDING A BUS IS A PRIVILEGE THAT WILL BE TAKEN AWAY IF A STUDENT PUTS THE DRIVER AND OTHER PASSENGERS IN AN UNSAFE SITUATION.

C. ROLE OF PARENT IN SCHOOL BUS TRANSPORTATION

Parents should understand their responsibility in working with the bus driver and school system personnel for the welfare and safety of their children. Also, emphasis should be placed on the problems involved with safe transportation and the extent of responsibility placed on bus drivers transporting their children. In order to ensure the safety of all children, no person(s), other than students who ride the school bus, is to enter a school bus. If you are unable to contact a bus driver by phone and would like to meet to discuss a concern, please call the office and we will set up a conference.

Responsibilities of parents are as follows:

1. Have children ready and at their designated pickup points along the route. Bus drivers

have a 20 minute window for pickup times in the morning. Keep in mind that students

may be picked up 10 minutes earlier or 10 minutes later than their scheduled pickup

time due to unforeseen changes daily on students who do or do not ride the bus in the

morning.

2. Cooperate with school and bus driver in teaching children safety precautions, good

manners and habits.

3. Assist when there are disciplinary problems.

4. Sign all documents required by the local system to acquire transportation for their

children.

All students are under the direct supervision of the bus driver and must follow all rules the bus driver deems necessary for their safety and protection. A student should ride the same bus after school that he rode to school that morning unless he has a signed and dated note from his parent, approved by principal, and does not cause an overcrowded situation. The office

DOES NOT write notes. Students should be ready to board the bus when the bus gets to the bus stop. Drivers are not required to wait on "stragglers".

CAR RIDERS

The bus loading area is off limits to vehicular traffic between 7:45 a.m.- 8:45 a.m. and

2:30 p.m.- 4:00 p.m. The safety of your child is our greatest concern. Please adhere to the following procedures in order to keep our campus as safe as possible for all our students.

Please refer to the attached map of our school campus to see the route parents MUST take while dropping off and picking up students on the Springfield Elementary campus. This will be strictly enforced. Students will not be allowed to be dropped off or picked up any where else except in the parent drop off area.

Please plan to arrive before 8:20 a.m. because two school buses will be unloading at this time in this area. In the event that you get behind one of these buses, please be patient and allow the drivers to unload their students first. Your children should remain in the car with you. DO NOT allow them to get out of the car and go around the bus. This creates a very unsafe situation.

CAR RIDERS WHO PLAN TO EAT BREAKFAST, MUST BE IN THE

LUNCHROOM NO LATER THAN 8:15 A.M.

The dismissal bell for car riders will ring at 3:15 p.m. If you arrive at school before that time, please allow room for two school buses that will be picking up at 2:40 p.m. in this area. These buses must be able to load and leave campus first. Students remaining in car pick at 3:30 p.m. will be escorted to the office by duty personnel. Parents must check these students out in the office.

If your child rides a bus and you plan to pick him up, you must send a dated, signed note letting us know this so that we can issue a parent pick up note to your child, otherwise we will put the child on the bus to be transported home.

We ask that you be very careful and travel at a minimum speed while on this campus. Please be considerate of other parents and remain in line until all students have been dropped off or picked up. When procedures are followed, it really goes very quickly.

SCHOOL RULES

(OFFENSES/CONSEQUENCES)

The following Student Code of Conduct/Consequences and Schoolwide Discipline Plan for Students were established to maintain order, create a safe campus, and produce the best educational environment possible. We expect students and parents to become familiar with our Student Code of Conduct and Schoolwide Discipline Plan for Students. Our Student Code of Conduct and Schoolwide Discipline Plan for Students will be enforced and consequences will be administered each and every time a student violates our Student Code of Conduct and Schoolwide Discipline Plan for Students. THERE WILL BE NO WARNINGS. (Other offenses and consequences may be added if needed.)

Every faculty/staff member is authorized to hold every pupil to a strict accountability for any disorderly conduct at school or on the playground of the school, on the street or road while going to or returning from school, or during recess.

DUE PROCESS

All students are entitled to due process when involved in disciplinary proceedings. Due process basically entitles each student to:
•Be made aware of the charges against him/her.
•The opportunity to respond to defend the charges against him/her.
•The administrator or designee will make a reasonable effort to verify the facts/statements prior to making a judgment.
•The opportunity to a hearing regarding the charges if a suspension or expulsion may
result.
A copy of the complete due process policy is located in the School Board Policy Handbook.

PERSONAL OR SEXUAL HARRASSMENT

Personal or sexual harassment by any person male or female, which creates an intimidating, hostile, or offensive environment, will not be tolerated. Threats of any kind will not be tolerated. The administration will conduct an investigation with all known/concerned parties. Appropriate consequences will be administered as warranted, and there will be no retaliation.

CONFISCATION OF ITEMS

Students will have taken away from them any of the following:

1. Jump ropes, balls, any objects making loud noises or used on the sidewalks without

permission

2. Caps worn in any building or worn any time other than when extremely cold

3. Hardballs, bats, and any other object deemed dangerous

4. Any item that is bought, sold, traded, lent, or given away

5. Tape player, cell phones, Nintendo tapes, radios, marbles, toys, or any like-device not appropriate for a school campus

(Anything taken from a student will only be returned to a parent. If the object is brought

to school again, it will be taken away and kept until the last day of school and disciplinary action

will be taken.)

BEFORE SCHOOL DETENTION and SATURDAY SCHOOL DETENTION

Before School Detention will be held from 7:15 a.m. until 8:00 a.m. One detention notice will be sent to the parent and will be delivered by the student. It will be the parent’s responsibility to make transportation arrangements. The student must arrive at 7:15 a.m. A student arriving 5 (five) minutes or more late to Before School Detention will be assigned an additional Before School Detention. If a student fails to attend Before School Detention, the student will be given an additional Before School Detention. A student who is subsequently tardy or fails to attend Before School Detention, will be suspended from school.

Saturday School Detention will be from 8:30 a.m. - 10:30 a.m. One detention notice will be sent to the parent and will be delivered by the student. It will be the parent’s responsibility to make transportation arrangements. The student MUST arrive at 8:30 a.m. and be picked up at exactly 10:30 a.m. If a parent fails to pick up the student by this time, the student will be given a suspension instead of a detention on his/her next referral to the office. A student arriving 5 (five) minutes or more late to Saturday School Detention will be assigned an additional Saturday School Detention. If a student fails to attend Saturday School Detention, he/she will be suspended from school.

The school principals may place students in Before School Detention or Saturday School Detention for the following offenses:

1. Being tardy for any class

2. Using any unacceptable words, phrases, expressions, derogatory statements, or

personal harassment by any person, male or female, which creates an intimidating, hostile, or offensive environment.

3. Going into classrooms without permission

4. Leaving sidewalk before the bus is stopped, door is open, and teachers give an OK

to go

6. Leaving campus (students who ride bicycles or walk) before all first load of buses

have gone

7. Going to back of campus before or after school or anytime without permission

from a faculty or staff member

8. Inappropriate restroom use:

a. Must have permission to go to restroom

b. Go in, use restroom, and leave immediately (Be sure to flush and wash hands.)

c. Do not put objects in toilets

d. Don’t throw paper on floor

e. Do not lock stall doors and crawl under

9. Any Level 3 Offense (See Schoolwide Discipline Plan for Students)

 

IN-SCHOOL SUSPENSION

Students may receive an in-school suspension from the school’s principals in lieu of a short term suspension for violation of offenses listed under suspensions except for violations listed in regulations 2, 4, and 5. In-school suspension will begin when a student arrives on campus by school bus or parent drops off the student in the car drop off area no later than 8:25 a.m. In-school suspension will end at the student’s dismissal bell that day. Students will complete classwork for that day in in-school suspension. Students will be offered breakfast and provided lunch. When a student is assigned to in-school suspension, attendance is mandatory. Should a student fail to participate in or comply fully with the rules for in-school suspension, he/she shall be judged as insubordinate and will be suspended from school.

SUSPENSION

School principals may suspend from school or suspend from riding on any school bus a pupil for the following offense:

Leaving school grounds during school hours or when waiting for second load

buses

Possession of knives, any weapon-type object or other implements which can

be used as weapons, the careless use of which might inflict harm or injury

3. Damaging school property

4. Possession of tobacco

Under the influence, and/or in possession, of alcoholic beverages, prescription medicine without evidence of possession pursuant to a valid prescription, or look alike drugs, or in possession of related drug paraphernalia. (The student will be recommended for expulsion on the second offense.)

6. Guilty of willful disobedience

7. Treats with intentional disrespect a teacher, principal, superintendent, board

member, or employee of the local school board or makes against any one of them an unfounded charge

8. Uses unchaste or profane language

9. Guilty of immoral or vicious practices, or of conduct or habits injurious

to his associates

10. Disturbs the school and or habitually violates any rules

11. Cuts, defaces, or injures any part of public school buildings, or any

property belonging to the building, or school buses owned by, contracted to,

or jointly owned by any city or parish school board

12. Writes any profane or obscene language or draws obscene pictures in or

on any school material or on any public school premises, or on any fence,

pole, sidewalk, or building on the way to or from school or on any bus,

including those owned by, contracted to, or jointly owned by any city or

school parish school board

13. Throws missiles liable to injure other persons on the school grounds or

while on any school bus, including those owned by, contracted to, or jointly

owned by any city or parish school board or who instigates or participates in

fights while under school supervision

14. Violates traffic and safety regulations

15. Leaves the classroom during class hours or detention without permission

16. Habitually tardy or absent

17. Commits any other serious offense

18. Creating or participating in any disturbance at school or at school activities.

19. Disobeying or displaying disrespect to any school board employee

20. Disruptive behavior in classrooms, lunchroom, restrooms, and anywhere on campus

21. Stealing

22. Using any unacceptable words, phrases, expressions, derogatory statements,

or personal or sexual harassment by any person, male or female, which creates

an intimidating, hostile, or offensive environment.

23. Any Level 3 Offense (See Schoolwide Discipline Plan for Students)

24. Engaging in anything a faculty or staff member deems as unacceptable

25. As recommended by a faculty or staff member

SUSPENSIONS begin at 3:15 p.m. on the day of infraction. Suspended students will not participate in any school activity during their suspension. Suspensions end at 7:50 a.m. on the morning they return to school.

CORPORAL PUNISHMENT MAY BE ADMINISTERED IN LIEU OF A SHORT TERM SUSPENSION FOR VIOLATION OF THE ABOVE REGULATIONS EXCEPT FOR VIOLATIONS LISTED IN REGULATIONS 2, 4, AND 5. (Parents may elect to sign a Corporal Punishment Exclusion Form with the principal. In lieu of corporal punishment, students with a Corporal Punishment Exclusion will be suspended from one to nine days.)

EXPULSION

Students will be recommended for expulsion for the following reasons:

1. Excessive fighting

2. Excessive disruptive behavior

3. Excessive stealing

4. After three suspensions (NOTE: students may be recommended for expulsion prior

to a fourth suspension.)

5. Possession of knives, firearms, or fireworks with the intention of using them on school

property

6. Possession of, intent to distribute, distributed, manufactured, or possessed with intent

to distribute any controlled dangerous substances, counterfeit controlled dangerous

substances, illegal narcotics, drugs or other substances governed by the Controlled

Dangerous Substance Law on a school bus, on school property, or at any school

sponsored activity

7. If his/her presence poses a continued danger to any person or property or an ongoing

threat of disruption to the academic process

8. Extreme destruction or marring of school property

9. Vandalism

 

 

INTENTIONAL REMOVAL

A student whose presence in or about a school poses a continued danger to any person or property or an ongoing threat of disruption to the academic process shall be immediately removed from the school premises without the benefit of the procedure used for suspensions and expulsions. The necessary procedures shall follow as soon as is practicable.

 

SCHOOL/PARISH POLICIES

1. No students will be allowed to go home with another student without WRITTEN,

DATED AND SIGNED permission from the parent or guardian and okayed by the

PRINCIPAL

2. Students are to be checked-out in the office before leaving the school grounds

during school hours. No check-outs after 2:30 p.m., except in emergencies.

3. Students are to check-in at the office after 8:35 a.m.

4. Invitations to student parties may not be distributed at school or on the school bus.

5. Students have 5 days when returning to school to bring written excuse for make-up

work. If no excuse is brought, student will receive a zero on test or work missed.

6. Students will have 3 days to be able to do any make-up work after they bring an

excuse to school.

Students that accumulate 5 or more unexcused tardies and/or unexcused early

checkouts in a nine week period will be given recess detention on the fifth and each subsequent unexcused tardy and/or unexcused checkout during that nine week period.

8. Students do not bring any type of medication to school. (SEE MEDICATION

PROCEDURES).

No students are to arrive at school before 7:50 a.m. The Office of Social Services will be notified if students arrive at school prior to 7:50 a.m.

10. Emergency information form must be completed and returned to school the next day.

11. Students are NOT allowed to bring visitors to school.

12. All money owed the school MUST be paid before a student goes on a field trip. This

includes past due lunch money, fund raiser money, lost or damaged books, past due

supply money, etc.

13. Teachers will escort and monitor two scheduled restroom breaks daily. Students can

go to the restroom during class time only with verification of medical problem or

emergency.

DRESS CODE

1. Earring(s) are not allowed by males as wearing apparel (ear, shirt, pants, etc.)

2. Male hair length must be even distribution. The hair may not extend below the plane

of the shoulder nor down upon the eyebrow in front; nor down below the earlobes.

Hair must be clean, well-groomed and neat at all times. (Lines cut in the hair, shaven

hair, "mohawk" cuts, extreme coloring of hair, "tails" or any other hairstyle which

interferes with a student’s performance or his classmates is prohibited.

3. Female hair must be clean, neat and well groomed. Extreme coloring and extreme hair

styles are not acceptable. Hair in rollers is not acceptable.

4. Foundation garments must be worn, if appropriate.

5. Personal hygiene must be maintained.

6. Any item which interferes with a student’s performance or his classmates is

prohibited.

7. Caps, hats, unprescribed glasses, and sunglasses are not permitted.

8. Coats, sweaters, or jackets with patches, decorations, slogans, designs, symbols, tags,

marks or advertisements worn or used that are not in good taste are prohibited.

(Examples: Beer, cigarettes, drugs, obscene suggestions, sexual connotation, etc.)

 

In the event that the administrators allow exceptions to the uniform code for special events, (Example: Dress-up day, picture day, Boy or Girl Scouts on regular meeting days) the following Dress Code must be adhered to:

Appropriate footwear must be worn to school. (No shower shoes, flip-flops, sandals,

or open toe/heel shoes).

2. K-4 students may wear shorts and warmups that are not too short nor too tight. Shorts

are to be hemmed. No tight shorts are permitted (ex: bicycle, cut-off jeans, etc.)

3. Exposing attire such as midriff garments, backless dresses, halter tops, see through

blouses are unacceptable.

4. Tank shirts are allowable in K-2

5. Tank shirts are acceptable in grade 3 and above if worn with a sleeve shirt underneath.

Tank shirts only and undershirts only worn as a garment are unacceptable.

6. Dress length and split skirt length must be a least to the top of the knees.

7. Caps, hats, unprescribed glasses are not permitted.

8. Patches, decorations, slogans, designs, symbols, tags, marks or advertisements worn

or used that are not in good taste are prohibited. (Examples: Beer, cigarettes, drugs,

obscene suggestions, sexual connotation, etc.)

9. Any item which interferes with a student’s performance or his classmates is

prohibited.

10. Clothing must be hemmed and must not drag the floor.

11. Any clothing deemed inappropriate by Principal or teachers will not be allowed.

If a student wears inappropriate clothing, he/she must call home and obtain

appropriate clothing or go home.

 

SCHOOL UNIFORM DRESS CODE

            The School Board is permitted by state law to adopt dress codes mandating the use of school uniforms.  The purpose of the School Uniform Dress Code shall be to provide additional opportunities for increased school safety; to encourage students to experience a greater sense of school identity and belonging; to encourage an improvement in student behavior; and to encourage a high level of program participation.

Shirt:

ü      Solid color:  Navy blue or white

ü      Polo: (golf-boxed, hemmed) two, three, or four buttons at the top front with collar (short or long sleeve)

ü      Oxford/dress shirt (short or long sleeves)

ü      **Elementary students shall be encouraged to tuck in shirts.

ü      **Middle/junior/high school students shall be required to tuck in shirts.

ü      Designs, emblems, insignias, monograms and logos are prohibited

ü      Under-shirts and t-shirts, if worn, must be white in color and can only be worn underneath the standard uniform

Skirts/Shorts/Slacks/Skorts:

ü      Solid color:  Khaki

ü      Style must be cotton twill or cotton blend (no jean style or material)-No rivets

ü      No sewn on outside pockets or flaps; cargo pants are prohibited

ü      **Elementary students may have elastic waist pants with or without belt loops (belts are optional, but encouraged)

By purchasing from an approved vendor, parents will be certain the uniform will be in compliance.  In addition, a complete uniform (shirt, slacks, shorts, skirt, skorts, jumper, and belt) will be displayed in every school for parents to view.  The acceptable color is the traditional khaki.  The lighter stone color is not acceptable.  The dark chocolate brown color and the dark green color are also not  acceptable.   If there is any doubt about a purchase regarding style and/or color, refer to the display at each school or visit an approved vendor.

Student Compliance With the Uniform Dress Code:

            The School Uniform Dress Code of Livingston Parish shall strive to achieve full compliance through use of incentives and positive reinforcement measures, and will resort to disciplinary action only when positive measures fail to ensure compliance.  In addition, the policy's rationale and benefits of the School Uniform Dress Code will be explained and fully understood by the student and his or her family.

            The intent of this policy is not to inhibit or prohibit any student who is not in uniform from receiving the education to which he or she is entitled.  Also, the intent of this policy is not to suspend or expel a student from class or from school, or lower an academic grade as a result of not complying with the School Uniform Dress Code.  However, non-compliance shall result in progressive disciplinary action being taken with the student.

No student shall be considered in violation of the School Uniform Dress Code in the following instances:

 

            A.        When administrators allow exceptions to the uniform code for special events. (Ex. Dress-up day, athletes on game days, academic teams, clubs, picture day, Boy Scouts or Girl Scouts on regular meeting days, etc.)

 

            B.         During the first ten (10) school days after transferring from out of the Parish to Livingston Parish Schools.  During this ten (10) day period, appropriate dress (according to School Board Policy) shall be followed.

 

            C.        When a student is on campus outside of normal school hours.

 

            D.        When a student has been authorized by the school principal to wear a school activity uniform such as those worn by members of the cheerleading squad, dance team, band or athletic teams.

Progressive Disciplinary Action:

            Students violating the School Uniform Dress Code shall be disciplined as follows:

· 1st offense =  Parent/Guardian Contact

·  2nd offense  = Administrator/Parent, Verbal Contact

· 3rd offense  = Detention

· 4th offense and subsequent = One (1) day out of school suspension for each offense

Annual Evaluation:

            All schools shall submit to the Superintendent an annual evaluation of the School Uniform Dress Code no later than February 1st of each year.

 

 

EMERGENCY DISMISSAL OR SCHOOL CLOSING

At times during the school year, it may be necessary to dismiss students early for various emergencies which sometimes occur. Any decision regarding the early dismissal or emergency closing of schools will be made by the Superintendent.

In the event of emergency closing of school or early dismissal of students in school, announcements will be made over the news media regarding the decision. Tune in to radio or television- they will let you know what to do. Please do not call the school. In times of adverse weather conditions, announcements will be broadcast periodically by the Superintendent over the media.

Depending upon the existing weather conditions, a decision will be made as to whether students should be kept at school or released. If the decision is to hold students at school, all students, including workers, will be held. Of course, parents may come to the school at any time to pick up their children.

If the decision is to send children home, school buses may take children home early.

Every attempt will be made to call every home. Try to be home. However, if problems exist with telephone communications at the school, you may call the appropriate field operations district office for information.

There will be times where there is no other alternative than to dismiss students early.

Please instruct your child that if he or she is dismissed from school at a time that is earlier than regular dismissal and you will not be home, he or she should go to a neighbor or relative’s house until you return.

Procedures for quick and orderly evacuation of school buildings have been established and are posted in classrooms and other areas.

Fire drills are held monthly to insure that students are well prepared for evacuation in the event of an actual fire or a possibility of a fire.

The fire alarm bell is activated from the main office or from several alarm stations located throughout the school.

In addition to our monthly fire drills, the city fire department conducts an official drill during Fire Prevention Week.

Students are taught the procedures for evacuation and urged to obey instructions of teachers in all situations.

 

 

VISITORS ON CAMPUS AND CONFERENCES

Welcome

You are welcome as a parent of our school to visit with your child’s teacher and administrators as much as is necessary. If you have a concern or feel that there is information that we need to know about your child, please meet with us.

There are several rules we need to remind you of and ask that you follow in order to assure the best instruction, as well as safety of all our students.

1. With each visit, come to the office immediately when arriving on campus.

Please sign in and list the nature of your visit.

2. Permission and an office pass must be obtained before visiting any classroom or area

of this campus and returned to the office before leaving campus.

3. Persons refusing to go to the office when arriving on campus will be asked to leave the

campus. Those who refuse to leave will be escorted off campus by the police and

charges will be pressed. (We must assure safety for all our students)

4. Meetings with teachers or the administration must be set up in advance. Teachers are

not allowed to talk to parents during class time when they are teaching and

administrators are not always available for a conference.

We ask that parents follow the same rules when on our campus as our staff and students,

including but not limited to:

1. No use of obscene profane language

2. No weapons/drugs

3. No smoking

4. Adhere to dress code as much as possible, no revealing or obscene dress or

inappropriate sayings/pictures on clothing

5. No loud talking in halls or outside that would disturb our classes

6. No loud radios playing when on the campus

7. No loitering

TARDY/EARLY CHECKOUT

Parents of elementary students are responsible for their attendance, including tardies, and early checkouts. Please make every effort possible to have your child at school on time and remain at school the entire day. Excessive tardies and early checkouts will be reported to the Parish Supervisor of Child Welfare and Attendance, as well as the 21st. Judicial Court System Families in Need of Service (FINS/TASC Program). This information will also reflect on state attendance records. Students that accumulate 5 or more unexcused tardies and/or unexcused early checkouts in a semester will be given recess detention on the fifth and each subsequent unexcused tardy and/or unexcused checkout. Students who arrive at school late or checkout of school early for a doctor’s appointment must submit a doctors excuse for the tardy or early checkout to be considered excused.

Should a parent or guardian need to take his/her child out of school during the day, the parent or guardian must checkout the child through the office. This is for the child’s protection. Reasons for removal other than those involving emergencies, sickness, or death are not accepted as valid. LIST THE NAMES OF ALL PERSONS HAVING PERMISSION TO PICK YOUR CHILD UP ON THE EMERGENCY FORM. If someone is not listed on the emergency form, they will not be allowed to pick your child up-NO EXCEPTIONS. If we are unsure of anyone’s identity, we will ask that identification be presented before any child can be checked out. Please do not be offended, as this procedure is for the safety of all children.

STUDENT SEARCHES (LPSB POLICY JCAB, R.S.17:416:3)

SEARCH OF STUDENTS PERSON

Any teacher, principal, school security guard or administrator that is employed by the Livingston Parish School Board who has reasonable belief that any student has in his possession on public school property, any weapon, illegal drug, alcohol, stolen goods or other materials or objects the possession of which is a violation of the school and/or school board policy may conduct a random search of such person with a metal detector or may search the person of said student provided that the teacher, school security guard, principal or administrator has reasonable belief that the student has in his/her possession any of the items mentioned above and will be found.

SEARCH AND SEIZURE

Any teacher, school security guard, principal or administrator that is employed by the LPSB, who has a reasonable belief that the items sought will be found, said items being enumerated as weapon, illegal drug, alcohol, stolen goods or other materials or objects the possession of which is a violation of school and/or school board policy in any building, locker, desk or any area or grounds set aside for personal use of students, may conduct a random search with a metal detector or specifically search such a building, desk, locker, area or grounds. Assistance from law enforcement agencies will be sought as needed to include arrests, searches with the use of drug dogs, etc.

 

SEARCH OF PERSONS ENTERING PUBLIC SCHOOL BUILDINGS OR GROUNDS (LPSB POLICY JCAB)

Notwithstanding any other provision of law to the contrary, any school principal, administrator or school security guard may search the person, handbag, briefcase, purse or other object in possession of any person who is not a student enrolled at the school or a school employee while in any school building or on school grounds either by conducting a random search with a metal detector or when there is reasonable suspicion that such person has any weapons, illegal drugs, alcohol, stolen goods or other materials or objects the possession of which is a violation of the board’s policy.

RECESS AND BEFORE SCHOOL

Students are supervised by faculty/staff before school and are expected to follow the directions they are given by the faculty/staff along with all school rules. Students who wish to eat breakfast must go directly to breakfast as soon as they arrive on campus. Students who wish to eat breakfast, must proceed to the lunchroom as soon as they exit their bus or are dropped off in the parent drop off area. Designated areas separated by grade levels are provided for time before school. **Students are required to stay within the boundaries of their area as designated by grade levels.** Students are not allowed to go to designated grade level areas prior to eating breakfast.

Recess areas are divided according to grade levels. Students are to remain within the boundaries of their designated area at all times during recess. No physical contact is allowed during recess, including but not limited to: hitting, kicking, riding on each others back, choking, fighting, obscene gestures, languages, etc. Concessions are sold for consumption at afternoon recess or students may bring an afternoon recess snack from home. All trash is to be put in the garbage cans in designated recess areas. No gum is allowed on the school grounds. (Students may not bring snacks from home to eat before lunch has been served. If students are found consuming food from home at any time before lunch, the items will be taken from the student. If this occurs more than once, students will be punished and parents will be notified.)

HALLWAYS/SIDEWALKS

Students are expected to walk in a quiet orderly manner at all times while in hallway or on sidewalks. Students are asked to keep their hands and feet off the walls in the hall in order to keep the walls clean. They are also asked to not touch the science lab next to the third grade sidewalk. They should never stand between the science lab and the sidewalk.

BATHROOM PROCEDURES

Students are walked as a class to and from the bathrooms each day. At this time, the teacher supervises the bathroom and water procedures to assure safety for your child.

During the remainder of the day, students are allowed to go independently to the bathroom only in emergencies. Staff is not available to individually supervise every child that goes to the bathroom during class time. Students are unsupervised at these times. They are also being deprived of valuable learning time.

 

STUDENTS LEAVING CAMPUS DURING THE SCHOOL DAY (LPSB POLICY JGFC)

No staff member shall excuse any pupil from school prior to the end of the school day, or into any person’s custody, without the direct prior approval and knowledge of the principal.

The principal shall not excuse a pupil before the end of the school day without a request for the early dismissal by the student’s parents. Telephone requests for early dismissal of a pupil shall be honored only if the caller can be positively identified as the pupil’s parent or guardian.

Additional precautions shall be taken by the school administration appropriate to the age of the students, and the need arises.

1. Parents or legal guardians must come to the office to sign out any student

leaving campus during the day.

2. Please do not send someone else to pick up your child from school without

sending a note signed by you giving permission for your child to be dismissed

into another person’s care. Only those persons listed on the emergency form

will be allowed to check your child out of school.

3. Please instruct your child not to leave school with anyone other than those

persons’ having your permission to transport your child. These names must be

on student’s emergency form.

4. We must be made aware of any custody problems that may exist where only

one parent has the right to pick up a child. We must also have a copy of the

legal papers regarding these matters on file. It is the parent’s responsibility to

keep the school informed where these problems or any potential problems

could exist.

 

STUDENTS REMAINING ON CAMPUS AFTER 3:45 P.M.

Any student who misses a bus or whose parents do not pick him up after 3:45p.m. (And where no one can be reached to come get the child) will be transported by the Police Department.

Please be cognizant of the fact that your child has not come home in the afternoon. School employees have families and cannot remain at school every evening waiting with students who remain on campus.

FUND RAISERS

Each local school shoulders the burden of paying its own expenses for most operating costs, materials, equipment, etc. Funds that come from the state are limited and do not begin to cover the expenses incurred in trying to operate a school on a daily basis.

We are asking that you help us as much as you can when we are participating in fund raisers as the money earned is spent on items that benefit the student body.

SCHOOL NURSE

A school nurse visits our school on a regular basis. She promotes good health practices. In addition, she makes sure student’s immunizations are up to date. Appointments to see the nurse can be made by calling the school office at 294-3398.

 

STUDENT ACCIDENTS

1. In all cases where the nature of an illness or injury appears in any way serious, every effort shall be made to contact the parent and an accident report will be completed and placed on file in the office.

2. In extreme emergencies, the principal may make arrangements for immediate hospitalization of injured or ill pupils, contacting the parent or guardian in advance if at all possible.

FIRST AID

Only water and ice will be administered to students with injuries by school personnel. Any other first aid applications will be administered by medical staff members.

STUDENT RECOGNITION

Students are recognized for the following: "A" honor roll, "A/B" honor roll, perfect and meritorious attendance, and good behavior (no office referral).

SUPPLY MONEY

Supply fees are due by October 1st. This fee is $20.00 per student for the school year. School supply fees are used to purchase consumable classroom materials and supplies to support the curriculum throughout the school year. Supply fees also cover the cost of a Parent/Teacher Communicator Folder which will be issued to students on the first day of school and will be utilized the throughout the school year to enhance parent/teacher communication.

FIELD TRIPS

Field trips are offered that support the curriculum. A field trip permission slip must be signed by the parent. All accounts, including lunchroom, supply money, lost/damaged books, etc. must be cleared for students to go on field trips.

SUGGESTIONS

Parents are encouraged to make suggestions for improvements to any part of the school program by calling the principal at 294-3398 or by sending a note or letter to the teacher or principal.

 

SCHOOL HOURS

8:30 a.m. - 3:15 p.m.

Students are not allowed on campus before 7:50 a.m.

School time is 8:30 a.m. until 3:15 p.m. Two bells ring each morning, one at 8:25 a.m. and the other at 8:30 a.m. Students who are not in class for the 8:30 bell are considered tardy and must sign in the office. Parents bringing children to school should "drop off" students between 7:50 a.m. - 8:30 a.m. in designated area. Teachers are NOT on duty before then. CAR RIDERS WHO PLAN TO EAT BREAKFAST, MUST BE IN THE LUNCHROOM NO LATER THAN 8:15 A.M.

Car Riders will be dismissed at 3:15 p.m. Parents "picking up" students after school should NOT block buses or park in the street. Form a line in the parking area outside the gate, rather than in the street. Please follow procedures and wait in back until first group of buses leaves our campus. This will be approximately 3:20 p.m. THE SAFETY OF YOUR CHILD IS OF UTMOST IMPORTANCE TO US.

Courtesy to teachers, school employees, other students, any visitors is a tradition at Springfield Elementary. Each of us should strive to be considerate of other people.

CHANGE OF ADDRESS OR TELEPHONE NUMBER

Inform the office or the teacher if you change your address or telephone number. Address and telephone numbers are used for school business ONLY. It is critical for us to be able to reach you at all times in case your child becomes ill or is injured while at school.

TELEPHONE

The office telephone is a business phone and should be used by students in emergencies ONLY. Parents should NOT call school to speak with their child or to leave a message except in cases of real EMERGENCY. Please inform them before they leave home where they are to go in the afternoons. Classes will not be interrupted to deliver messages. These interruptions waste valuable classroom instruction time. Students will not be allowed to use the telephone to call home unless given permission by the administration.

LOST AND FOUND

Students who find lost articles are asked to bring them to the office where they may be claimed by the owner.

TEXTBOOKS

Textbooks are furnished by the state and local system at the beginning of the year. Students who lose or damage a book MUST pay for the book. When textbooks, library books, etc., are issued to the student, the student is responsible for the books.

CAFETERIA

The school cafeteria offers a Type A lunch to all students. A student may not eat in the cafeteria more than 10 days without paying. The billing clerk will collect lunch money. If you have any questions about lunch billing, please contact the billing clerk at 294-5848. Return lunch applications to the school by the first Friday of the school year. If the lunch form is not turned in and approved during the first week of school, parents WILL be required to pay full price for lunches eaten from the first day until approved for free lunches. You will be notified if your child has been approved. If you do not receive a letter for each child please contact the billing clerk. Breakfast is served each day. If you eat a free or reduced lunch, you qualify for a free or reduced breakfast. Pay DAILY for breakfast. Students are issued breakfast and lunch cards for computer scanning. Students are responsible for damage, broken, or lost cards. A damaged, broken, or lost card will be replaced at the cost of $1.00 per card.

Students will be assigned seats in the lunchroom and are expected to keep their eating area clean, including the floor. Teachers will supervise their class in the lunchroom.

MEDICATION PROCEDURES

If a child is required to take oral medication or an injection during school hours, and the parent or guardian cannot come to school to administer the medication, the principal or his designee may do so in a compliance with the following regulations.

A Parent Consent for Medication must be properly executed by the parent and attending physician and delivered in person by the parent or guardian to the principal of the school.

All medication to be administered by school personnel must be prescribed and directions given by a physician for administering the medicine. No internal medication including aspirin, bufferin, cough drops, nasal spray, or any "across the counter" medication shall be administered unless it is a prescribed medication. No topical medication shall be applied to the student’s skin in any form such as peroxide, neosporin, merthiolate, eye drops, or like medication or an injection.

The principal, with the superintendent’s approval, may reject any request for administration of medicine and a written reason will be given by principal to the person making the request.

Forms to be completed by the parent and the physician are included for you convenience in case your child needs to be administered medicine. Please follow all rules of the school as listed on the form.

MEDICATION REMINDERS:

All medicines will be administered in accordance with Livingston Parish

School System’s Medication Policy.

2. Parent’s must bring labeled medicine and medication forms, with physicians

statement completed, to the school’s office. All medicine, logs, and directions

from the doctor are kept under lock and key.

3. We have a written procedure which lists personnel that are responsible for the

administering of medication at school.

When a child is running low on medicine you will be contacted to replenish

the medicine to the school.

5. We urge you to follow through at home with the administering of medicine as

prescribed by the physician.

6. Students are not allowed to have medicine of any kind in their possession at

Students being transported by bus are under the authority of the bus driver and shall obey the rules set forth. These rules will include but are not limited to the following:

-must have note signed by principal to get off at any stop other than their

own

-obey bus driver’s instructions

-keep aisles clear

-no walking on bus

-remain seated until bus is stopped

-talk quietly, don’t yell

-keep everything inside the bus

-no food or drink alllowed on bus

-bad language not allowed

-students must be at pickup point on time, the bus cannot wait

-students will occupy assigned seats

-must pay for all damage done to school bus

REMEMBER YOU ARE STILL UNDER THE RULES AND REGULATIONS OF SPRINGFIELD ELEMENTARY SCHOOL UNTIL YOU REACH YOUR HOME!!! Students who violate any of these regulations may be denied the privilege of riding the bus. Should the conduct of a student on the bus endanger the lives or rights of others and the offending student fails to cease such conduct when requested, the offender may be removed from the bus. REMEMBER YOU MUST BE RESPECTFUL OF THE HEALTH, SAFETY, AND MORALE OF OTHER BUS RIDERS AND THE BUS DRIVER. STUDENTS WHO HABITUALLY VIOLATE ANY OF THE BUS STANDARDS CAN EXPECT TO HAVE HIS/HER PRIVILEGES SUSPENDED.
